1. Purpose
The purpose of this policy is to establish a Teacher & Staff Welfare Fund to provide financial assistance and support to employees of Madinatul Uloom Madrasa & Orphanage during times of hardship or emergency. This initiative reflects the Islamic values of mutual cooperation, compassion, and social responsibility, ensuring that teachers and staff members receive support when facing unexpected difficulties.
2. Objectives
The Teacher & Staff Welfare Fund aims to:
- Provide emergency financial assistance to teachers and staff.
- Support employees during medical emergencies or personal hardships.
- Assist families of employees in case of death or serious illness.
- Promote solidarity and cooperation among members of the institution.
3. Sources of the Welfare Fund
The welfare fund may be supported through the following sources:
- Voluntary contributions from teachers and staff.
- Institutional contributions approved by the administration.
- Donations from community members, sponsors, or well-wishers.
- Special fundraising initiatives organised by the madrasa.
All funds will be managed transparently and used solely for welfare and emergency support purposes.
4. Eligibility
The following individuals may be eligible to receive support from the welfare fund:
- Full-time teachers.
- Part-time teachers.
- Administrative and support staff.
- Other employees officially appointed by the madrasa.
Eligibility may depend on service history, contribution to the welfare fund, and the nature and urgency of the request.
5. Types of Assistance
The welfare fund may provide assistance in cases such as:
5.1 Medical Emergencies
Support for teachers or staff members facing serious medical conditions, surgery, or hospitalisation, especially where immediate financial help is needed.
5.2 Family Emergencies
Financial assistance during family crises or unexpected hardships, such as serious illness of a close family member or critical personal events.
5.3 Death Benefit
Limited support for the family of a teacher or staff member who passes away while serving the institution, to assist with immediate needs and funeral related expenses where possible.
5.4 Natural Disasters or Exceptional Hardships
Emergency support when employees face serious financial distress due to natural disasters, accidents, or other unforeseen circumstances.
6. Contribution System
Participation in the welfare fund may be voluntary for employees. Teachers and staff may contribute a small monthly amount to the fund if they choose.
The madrasa administration may also, where possible, allocate funds periodically to strengthen the welfare fund, especially when needs are high or during special campaigns.
7. Fund Management
The welfare fund will be managed by a designated committee consisting of:
- Executive Director.
- Treasurer.
- Selected members of the Executive Committee.
The committee will review and approve requests for financial assistance based on established criteria, available funds, and the severity of the situation.
8. Application for Assistance
Employees seeking assistance from the welfare fund should submit a request to the administration explaining:
- The nature of the hardship or emergency.
- The type and approximate amount of assistance required.
- Supporting documents (e.g., medical reports, bills) where applicable.
The welfare committee will review each request carefully before making a decision and will communicate the outcome to the applicant.
9. Transparency and Record Keeping
The madrasa will maintain proper records of:
- All contributions to the welfare fund.
- Approved assistance payments and beneficiaries.
- Current financial balances and periodic statements of the fund.
These records help ensure transparency, accountability, and trust in how the welfare fund is managed.
10. Limitations
The welfare fund is intended for emergency and hardship support and cannot guarantee financial assistance in all cases.
The amount of support provided in any case will depend on:
- The total funds currently available.
- The severity and urgency of the situation.
- Approval by the welfare committee and institutional leadership.
11. Policy Review
This Teacher & Staff Welfare Fund Policy will be reviewed periodically by the Executive Committee and Permanent Committee to ensure effective management, sustainability of the fund, and continued alignment with the madrasa’s mission and financial capacity.
