Student Boarding (Hostel) Rules & Dormitory Management Policy

1. Purpose
This policy establishes rules and management procedures for the residential facilities (hostel) of Madinatul Uloom Madrasa & Orphanage to ensure a safe, disciplined, and healthy living environment for students, particularly orphan children. The madrasa aims to provide a structured residential environment that supports education, spiritual development, and personal well-being.
2. Residential Eligibility
Boarding facilities are primarily intended for:
- Orphan students.
- Students from distant locations.
- Students enrolled in the Hifz-ul-Qur’an programme.
- Students requiring residential supervision for academic purposes.
Admission to the hostel must be reviewed and approved by the madrasa administration according to capacity and need.
3. Dormitory Supervision
Each dormitory shall be supervised by designated personnel such as:
- Dormitory Supervisor / Warden.
- Teacher-in-Charge.
- Residential Caregiver (if required).
Supervisors are responsible for:
- Maintaining discipline and order inside the hostel.
- Ensuring student safety, welfare, and proper behaviour.
- Monitoring student attendance, routines, and movements.
- Reporting concerns, incidents, or violations to the administration.
4. Daily Routine
Boarding students must follow the official madrasa schedule, including:
- Wake-up time as set by the hostel schedule.
- Participation in congregational prayers.
- Attendance in academic and Hifz/Noorani classes.
- Allocations for study, revision, and Qur’an memorisation.
- Regular meal times and rest periods.
Students must remain within the madrasa premises unless authorised to leave by the administration or dormitory supervisor.
5. Cleanliness and Hygiene
Students are responsible for maintaining personal hygiene and dormitory cleanliness. Students must:
- Keep their sleeping area, bedding, and locker clean and tidy.
- Maintain clean clothing and regular bathing routines.
- Practise good hygiene such as hand washing and toilet etiquette.
- Dispose of waste properly in designated bins.
The madrasa will maintain proper sanitation facilities and cleaning arrangements to support a healthy environment.
6. Dormitory Conduct
Students must:
- Respect dormitory supervisors, teachers, and staff.
- Maintain quiet and discipline, especially during rest hours.
- Respect fellow students’ space, privacy, and belongings.
- Avoid any disruptive or rowdy behaviour.
Bullying, fighting, intimidation, or harassment of other students is strictly prohibited and will be treated as a serious disciplinary matter.
7. Personal Belongings
Students should keep their personal belongings organised and secure. Prohibited items include:
- Dangerous or sharp objects not needed for study.
- Electronic devices not approved by the administration.
- Items that may disturb the learning or residential environment.
The madrasa is not responsible for loss or damage of unauthorised or prohibited items.
8. Safety and Security
The madrasa will take reasonable measures to ensure:
- Secure dormitory buildings and entrances.
- Adequate lighting and ventilation in living spaces.
- Regular monitoring and head-counts by staff.
- Clear procedures for emergencies (health incidents, fire, or safety threats).
Students must immediately report any safety concerns, damage, or suspicious activity to teachers or dormitory supervisors.
9. Health and Welfare
The madrasa will provide, within its capacity:
- Nutritious meals appropriate to students’ needs.
- Clean and safe drinking water.
- Basic medical care or first aid when necessary.
- Emotional support, guidance, and tarbiyah from staff.
Students who feel unwell must inform the dormitory supervisor or teacher immediately for appropriate assistance.
10. Visitor Policy
Visitors are allowed only with permission from the madrasa administration. Visitors must:
- Register with the administration or security upon arrival.
- Follow madrasa rules, dress codes, and etiquette.
- Avoid disrupting student routines, classes, or rest times.
Unauthorized visitors are not permitted in dormitory areas.
11. Disciplinary Measures
Violation of hostel rules may result in one or more of the following actions:
- Verbal warning.
- Written warning recorded in the student file.
- Guardian notification and discussion.
- Temporary suspension from hostel privileges.
- Removal from boarding facility in serious or repeated cases (with consideration for alternative arrangements where possible).
Disciplinary actions will always consider the best interest of the student and be consistent with child protection and welfare standards.
12. Policy Review
This Student Boarding (Hostel) Rules & Dormitory Management Policy will be reviewed periodically by the Executive Committee and Permanent Committee to ensure that hostel management remains safe, effective, and aligned with institutional goals, Islamic values, and relevant child protection standards.
