Financial Transparency & Donation Management Policy

Guidelines for transparent, accountable and ethical management of donations and financial resources at Madinatul Uloom Madrasa & Orphanage.

1. Purpose

This policy establishes guidelines for the responsible management, recording, and reporting of all financial resources and donations received by Madinatul Uloom Madrasa & Orphanage. The goal is to ensure transparency, accountability, and ethical stewardship of funds entrusted to the institution for the welfare of students, especially orphan children.

2. Guiding Principles

Financial management will be guided by the following principles:

  • Amanah (Trustworthiness) in handling charitable funds.
  • Transparency in financial transactions and reporting.
  • Accountability to donors, sponsors, and the community.
  • Integrity in the use of institutional resources and assets.
  • Compliance with applicable Bangladesh laws and nonprofit standards.

3. Sources of Funding

The organization may receive financial support from the following sources:

  • Zakat and Sadaqah contributions.
  • Individual donations.
  • Orphan sponsorship programmes.
  • Community fundraising activities.
  • International donor contributions.
  • Institutional grants or charitable support.

All funds must be used exclusively for the objectives and mission of the madrasa and orphanage.

4. Donation Acceptance

The madrasa may accept donations in various forms, including:

  • Cash donations.
  • Bank transfers.
  • Mobile financial services (such as bKash, Nagad, etc.).
  • In-kind donations (food, clothing, books, equipment, etc.).

All donations must be properly recorded. The institution reserves the right to decline donations that conflict with its values, policies, or legal obligations.

5. Financial Record Keeping

Accurate financial records must be maintained for all income and expenses. The organization will maintain:

  • Donation registers (cash and in-kind).
  • Receipts or acknowledgements for all contributions.
  • Expense records with supporting documentation.
  • Bank statements and reconciled financial ledgers.

These records must be securely stored, organised, and periodically reviewed by the administration and relevant committees.

6. Use of Funds

All funds received must be used responsibly for institutional purposes, including but not limited to:

  • Student housing, food, and welfare.
  • Daily living expenses for orphan and resident students.
  • Teacher salaries and staff compensation.
  • Educational materials, books, and learning resources.
  • Infrastructure development, maintenance, and repairs.
  • Mosque and madrasa facilities and utilities.
  • Operational and administrative expenses necessary for the mission.

Funds must never be used for personal benefit or any purpose contrary to Islamic ethics or institutional objectives.

7. Financial Oversight

Financial activities will be supervised and overseen by:

  • Treasurer or Finance Officer.
  • Executive Director / Principal.
  • Executive Committee.
  • Permanent (Standing) Committee.

Major financial decisions may require committee approval to ensure checks and balances and to avoid conflicts of interest.

8. Financial Reporting

To maintain transparency, the madrasa will prepare:

  • Periodic financial summaries (e.g., quarterly or bi-annually).
  • Annual financial reports summarising income and expenditure.
  • Programme or project expenditure reports when required.

These reports may be shared with donors, sponsors, governing committees, and regulatory bodies as appropriate.

9. Auditing

The institution may conduct periodic internal financial reviews or external audits to ensure proper use of funds and compliance with legal and regulatory requirements. External auditors may be appointed where necessary to provide independent verification of financial statements.

10. Prevention of Fraud and Misuse

The madrasa maintains a zero-tolerance policy for financial misconduct. Any suspected fraud, misuse of funds, or corruption must be reported immediately to the administration or governing committee.

Appropriate disciplinary or legal action will be taken if violations occur, in accordance with institutional policies and national law.

11. Donor Communication

Donors and sponsors may receive, as appropriate:

  • Confirmation or receipts of donations received.
  • Updates on institutional activities and achievements.
  • Reports on programme impact and use of funds where relevant.

The institution will maintain respectful and timely communication with supporters, in line with privacy and data protection principles.

12. Confidentiality

Donor information will be kept confidential and used only for institutional communication and reporting, unless the donor explicitly requests public recognition. Personal and financial data will be handled in a manner that respects privacy and security.

13. Policy Review

This policy will be reviewed periodically by the Executive Committee and Permanent Committee to ensure compliance with financial regulations, best practices in nonprofit governance, and the evolving needs of Madinatul Uloom Madrasa & Orphanage.

The institution recognises that every donation is a trust from Allah ﷻ and from the community, and will strive to use these resources in the most beneficial and accountable way.
