Child Protection Policy
Safeguarding children at Madinatul Uloom Madrasa & Orphanage from abuse, neglect, exploitation, and harm in line with Islamic ethics and international child protection standards.
1. Purpose
The purpose of this policy is to ensure that all children studying or residing at Madinatul Uloom Madrasa & Orphanage are protected from abuse, neglect, exploitation, and harm. This policy establishes a safe, respectful, and supportive environment where every child can learn and grow according to Islamic values and ethical standards.
2. Guiding Principles
The institution commits to the following principles:
- Every child has the right to safety, dignity, and respect.
- The welfare of the child is the highest priority.
- All staff and teachers must act with honesty, integrity, and accountability.
- Islamic teachings emphasizing mercy, kindness, and justice must guide all interactions with children.
3. Scope
This policy applies to all individuals who interact with children within the institution, including:
- Teachers (full-time and part-time).
- Staff members.
- Volunteers.
- Visitors.
- Committee members.
- Any other person engaged in activities involving students or orphan children.
4. Definition of Child Abuse
Child abuse includes any action that harms a child physically, emotionally, or psychologically.
4.1 Physical Abuse
Any act causing physical harm such as hitting, beating, slapping, or excessive punishment.
4.2 Emotional Abuse
Actions that harm a child’s emotional well-being, including humiliation, threats, insults, or intimidation.
4.3 Neglect
Failure to provide basic needs such as food, shelter, education, or medical care.
4.4 Sexual Abuse or Exploitation
Any inappropriate sexual behaviour, contact, or exploitation involving a child.
5. Code of Conduct for Staff and Teachers
All staff, teachers, and volunteers must follow the child protection code of conduct.
5.1 Must:
- Treat children with kindness and respect.
- Maintain appropriate professional boundaries at all times.
- Ensure students are supervised during activities.
- Promote positive discipline and guidance.
5.2 Must Not:
- Use physical punishment or any form of violence.
- Use abusive, degrading, or humiliating language.
- Engage in any inappropriate physical contact.
- Be alone with a child in a private or closed space without proper visibility (e.g., open door, visible window).
6. Safe Environment
The institution will take all reasonable steps to ensure:
- Secure and child-friendly dormitory and classroom facilities.
- Proper supervision of students during all activities.
- Separate and appropriate accommodation for staff and students.
- Safe water, sanitation, and hygiene (WASH) facilities.
- Regular monitoring and inspection by the administration.
7. Reporting Concerns
Any staff member, teacher, volunteer, or student who suspects child abuse must report it immediately.
Reports should be made to:
- Executive Director / Principal.
- Child Protection Focal Person or Officer (if appointed).
- Executive Committee (through designated channels).
All reports will be treated confidentially and investigated appropriately. Retaliation against anyone who reports a concern in good faith is strictly prohibited.
8. Investigation Procedure
- Immediate steps will be taken to ensure the child’s safety.
- The administration will conduct a confidential and impartial investigation.
- Where necessary, appropriate disciplinary or legal action will be taken in line with institutional policy and national law.
- The welfare, privacy, and dignity of the child will be prioritised throughout the process.
9. Disciplinary Actions
Violation of this Child Protection Policy may result in:
- Verbal or written warning.
- Suspension from duties.
- Termination of employment or service.
- Reporting to relevant government or legal authorities where required by law.
10. Awareness and Training
The madrasa will provide regular guidance and orientation to teachers and staff on:
- Child safety and protection.
- Ethical conduct and boundaries.
- Positive and non-violent discipline methods.
- Specific needs and rights of orphan and vulnerable children.
11. Student Awareness
Students will be encouraged, in an age-appropriate manner, to:
- Speak openly about concerns or discomfort.
- Report any inappropriate behaviour they experience or witness.
- Seek help from trusted teachers, wardens, or administrators.
12. Policy Review
This Child Protection Policy will be reviewed periodically by the Executive Committee to ensure it remains effective and aligned with national laws, Bangladesh child protection standards, and international NGO practices (e.g., UNICEF, Save the Children).
Commitment Statement
All staff, teachers, volunteers, and committee members of Madinatul Uloom Madrasa & Orphanage must sign a declaration confirming that they understand and agree to follow this Child Protection Policy. Upholding the safety, dignity, and rights of every child is a shared religious, moral, and legal responsibility.
